GMV Max not spending? The 9 causes, in the order to check them

When GMV Max is not spending, the cause is almost always 1 of 9 things, and the first 3 cover most cases: a target ROI the system cannot hit, a creative pool too thin to test, or a campaign that was still learning when somebody edited it. This is the triage order we run on client shops when a campaign stalls, from the cheapest check to the most expensive fix. Walk the list before you touch a dial, because the wrong fix, usually a bigger budget or a deleted target, buys volume at a return you did not want. First, decide whether not spending is actually a problem
- Return above target, spend small. The system found the profitable pocket and stopped at its edge. That is the target doing its job. Loosening it will buy more volume at a lower return, which is a business decision, not a bug. Decide on profit, not on spend.
- Days 1 to 3. A new campaign ramps gradually while it learns. Under delivery in the first 3 days is normal, and editing it now makes the problem worse.
- Spend fell off a cliff after stable weeks. That is a change, not a setting: stock, a listing edit, a video pulled, a shop health flag, or an account balance. Jump to causes 5 and 6 first.
The 9 causes, in the order we check them
1. The target ROI is too tight
Symptom: impressions trickle, spend sits well under the daily budget for days, and the return you do see looks great. Why: GMV Max only buys orders it believes will land at or above your target. Set the bar higher than the product can clear and the system cannot find enough sales to spend on. Fix: loosen the target in small steps, one change at a time, and wait 3 to 4 days between moves. 2. The creative pool is too thin
Symptom: the same 2 or 3 videos carry almost all delivery, and spend plateaus. Why: the system tests combinations across your eligible content. Give it 6 brand videos and it runs out of things to try. Fix: open the pool to all eligible content including affiliate creator videos, and get the library to 20 to 30 plus converting videos. 3. Learning was interrupted
Symptom: the campaign was starting to move, someone changed the budget or target on day 2, and delivery dropped back to a trickle. Why: every edit resets learning. Fix: stop. Leave it alone for 3 to 4 days, judge on days 5 to 6, then make 1 change and wait again.
4. The budget is too small to exit learning
Symptom: the campaign spends its whole tiny budget and still produces nothing readable. Why: below roughly $50 a day per hero product the system cannot book enough orders per day to learn anything, so it hedges. Fix: fund the $50 to $150 a day band for a full week.
5. The listing or the stock is the problem
Symptom: delivery drops suddenly, or the campaign spends but conversion collapses and the system throttles. Why: low or zero inventory, a variant that went out of stock, a listing under review, a price change, or a conversion rate the system decides cannot hit your target. Fix: stock 2 to 3 weeks at the target run rate, fix the listing, and check the product page on a phone as a stranger would. GMV Max can only sell what the listing converts.
6. Shop health or the ads account
Symptom: nothing spends, across every campaign, often overnight. Why: an unpaid balance or a failed payment method, a spending cap, an open violation, late shipments, or a cancel rate that lowered your shop's standing. 7. Too many products in one campaign
Symptom: total spend is fine but no single product gets enough to prove anything, and the campaign never picks a winner. Why: budget spreads across the catalog and the system starves the product that would have worked. Fix: one hero product or bundle per campaign to start.
8. Overlap with your other campaigns
Symptom: GMV Max under delivers while a Spark Ad on the same video does well, or both look mediocre. Why: two formats chasing the same shopper with the same creative. 9. There is no organic signal to amplify
Symptom: the campaign is configured correctly, funded correctly, and still barely spends, and nothing in the shop sells without ads either. Why: GMV Max amplifies proof. With no video converting organically, it has no proven angle to lean on. Fix: go back a step. Seed 50 samples, get creator videos live, let organic orders reveal the angle, then relaunch. Ads on unproven creative is the fastest way to burn a launch budget.
The 10 minute triage
- Is return above target? If yes, this may not be a problem. Decide on profit.
- Is the campaign under 4 days old, or was it edited in the last 4 days? If yes, wait.
- Is spend limited across every campaign? Check balance, payment method, spending caps, violations.
- Is the hero product in stock across all variants, and is the listing live and unchanged?
- How many videos are actually delivering? Under 10 means the pool is the problem.
- Is the target ROI more than a little above your breakeven floor? Loosen 1 step.
- Is the daily budget at least $50 per hero product?
- Is more than 1 product in the campaign? Split.
- Is a Spark Ad running on the same videos? Split by job.
- Does anything sell organically? If not, the fix is creators, not ads.
When it is spending but not converting
That is a different problem with a different fix. Loosen the target in small steps instead, one change at a time with 3 to 4 days between moves, and only after you have ruled out the cheaper causes: stock, account status, learning interruptions, and a thin creative pool.
